because its a constitutional power granted a president when he feels justice hasnt been served. bush felt that way and used it. by the way, thats far less than the clinton fire sale in his eleventh hour and lets not forget bill and susan mcdougal and marc rich were for cold hard cash, one of the low benchmarks clinton set for lack of ethics and dishonesty as president that no one, liberal or conservative will ever breach.
