Firstly - free web hosting is all good and well but you need to check out the limits, you also need to make sure that any free host will give you access to the correct software - like MySql.

If you want to create one on your own PC and just use HTML pages ( i.e. just text/graphics and no dynamic data ) then simply create a directory on your PC and start writing HTML pages. You don't need any sort of web server to display and be able to navigate through them ( clicking links etc. ). You can just click on a HTML page in explorer and it should automatically load into your web browser.
As for creating the HTML pages, have a look through http://www.w3schools.com/html/ ( or there are many others ) and use a simple editor ( notepad will do ) to create the pages.

Stage 1. You can use something like Word to create a document and then save it as a webpage. If you do not have Word then download Open Office Write and that can be used instead.
Stage 2. In order for it to be a proper webpage it needs to be uploaded to a webserver. If your ISP provides you with webspace then you can upload it there using a FTP program. This will transfer your webpage to your ISPs server.

There's a website where you can build one for free, and have it hosted (it's dead easy to use). Unfortunately, it's a competitor of Y!, so if I say its url name it will be asterisked out. I suggest you go to a site starting with three W letters, then a single word made from the words "Free" and "Webs", and then "dot" and "com".

Freewebs is so good! I host my web site there (see source under)...in case you arent experienced with CSS Formatting, they have templates so which you will apply yet once you're good with CSS and HTML you need to use your man or woman internet site template! it extremely is east to edit and replace with Freewebs, i could propose it to every person!

You have to learn to write html code unless you have a program such as Frontpage that will write the code for you.
