Rhetoric is the discipline of persuasive speaking. If you accept this as an operative definition, it would be difficult to deny that rhetoric is an art.

Extending the operative definition, a more complete definition then becomes "the art of persuasive speaking".

By some definitions of art (particularly where an "art" is any skilled activity), certainly.

Is it art in the sense music, a painting, or a poem is?

I would say "no". But I'm willing to be persuaded I'm wrong if anyone wants to argue that it is.

Art, and gift. The great saints are gifted in the art of rhetoric, but their gift of this art is pure. Others is based on false ego and the desire to lord it over others and dominate conversation and people. Hitler was gifted with rhetoric, but he misused his gift and persuaded others to do evil. Lord Jesus was gifted with pure rhetoric to persuade people to worship God. this is what the gift Rhetoric is given for. Or any gift for that matter is to be used in the service of God. Yes. It utilises materials (language) and skills to construct an ordered and effective communication, and in doing so it seeks to engage an audience, to alter how the audience experience the world, their place in it, and thus themselves. So it seems to me to have all the qualities of an art form.
