Take about 1 cup of liquid dishwashing detergent such as Dawn. Mix it in a bucket and fill the bucket with water until you have about 3 gallons, or more is the hive is larger. Stir the mixture well and throw the entire pail full directly on the nest. The wasp will usually drop dead immediately. They can't fly and if it doesn't kill immediately, they will die within seconds.
You can use smaller doses on smaller nest.

You have advice from a few idiots on this one.
Do not attempt to burn it - it is often illegal for a start whether dormant or otherwise.
If it is showing absolutely no signs of activity wait until the evening or morning temperature is below 5 degrees centigrade and apply a shovel to place it in a garbage sack. [The low temperature will help protect you even if there is minimal life internally].
Personally I would always recommend calling someone out to remove it - it's very cheap to have done.

well if you are in the northern climate and it has been cold enough for snow than all you have to do is take it apart all the workers would be dead only the queen can over winter and she is probably far away in a dormant state right now. Also many types off rodents may have already gotten into it as they like the papery material for their own nesting material

wait till is a cold and non windy day then do this burn baby burn chop it down and burn it if you cant get to it then shoot it down or get help from friends or neighbors. By the way bees wont come out if its cold i mean like 30 degrees F to a max of 45 degrees F or it can be lower than 30 F but make sure no wind or you burn more than expected.

I think that you should do what sniper said but then distroy the nest because other wasps can use the nest again.
