there are a lot of good books on singing out there, but doubtless she has a lot of those already. If you can, make a list of her library, and then go to your favorite "on-lin" bookstore to see what they have that's different than what she has. They are pretty pricey, so be prepared for a shock.
Here are two books that I think should be on every singer's shelf:
Voice, The Mechanism and the Technique, by Dr. William Vennard
Training the Soprano Voice, by Richard Miller.
( okay, training the tenor voice for guys)
Janet Wilson has a book/CD on how to have a great audition technique, and it's fairly recent, so your sister might not have that one yet.
If these prices are too much, then sheet music, as the gentleman suggested.

Try giving her a gift certificate from a local music store, and don't be cheap. Vocal performers have a really uncertain future ahead. The best thing you can do is an unconditional support of her decision to be a performer, and go to listen to her wherever she performs.
Other than that, try asking her for suggestions.
I'll tell you what. Buy her all three keys of the Malotte 'Lord's Prayer' sheet music. It's available in C. Db, and Eb. She will doubtlessly be asked to perform it sometime in her career, and I guarantee you she will love you for it. It also shows her you know something about music. Get the sheet music for voice and organ, they each should be about six dollars.
