i've never seen one but it seems they would, pygmy horses and goats, why not cows?

Actually, yes, they do!!! I saw a special on Animal Planet about miniature cows a couple years ago! Frikkin adorable!

The "Irish Dexter' is the smallest one I've seen. I don't believe they have horns.
