If the water is coming OUT of the drain and you don't have the sink running, it is either coming in from a dishwasher on the drain cycle that connects to the garbage disposal (with the drain plugged) or there is blockage in the main sewer line and water originating from a drain higher up in the house is backing up into the kitchen sink. You're going to need to find the source of the water that is coming up into the sink, and find out what other drains are working OK, then you can narrow down the location of the blockage. Hopefully, it is only the kitchen sink, try removing the trap (have a bucket handy!) and see if there is a lot of crud in there, you might need to snake-out the line to get things flowing again.

You need take the pipes apart. If you are scared to do this, just turn off the water and call a plumber or a friend. If you're not scared...once you take the pipe apart, you should have the u-shaped p-trap in your hand...check to see if it is clogged, if it is, get the gunk out! This is quite common. You must have put something in it that has plugged it up. Take a large pot and place it under the pipe that comes down from the disposal. Unscrew the elbow under the sink and clean it out. You will find that the blockage is located in this elbow. Could be potato peelings, rice , or many other items.

Forget the disposal, your sink is clogged; first try a plunger, bail or wet vac the water out. If the plunger fails, try some drain cleaner, but for God's sake, don't turn the disposal on until the water goes down.

Take the trap apart underneath. put a bucket under first and then with an adjustable pliers loosen the nuts and remove the drain trap. You have a blockage and if your lucky it will be at the trap and if not you can snake the drain from this spot .

If you can look underneath it, look to see if there is a reset switch.
Or if it is really stuck, get the allen wrench that came with the disposal - there should be an area on the bottom where it goes in and you can twist it. What that does is to manually rotate the parts inside to dislodge anything that might be obstructing it.
