ive been having a hard time doing this.
i can't use bags.
wrapping paper is the only way.
any steps on how to wrap them so they look neat?

You could put the socks in a box, and wrap the box.

You can fold put the socks together, fold them into three (or two), and then wrap it as if you were wrapping a box.

You can ball the socks up (or fold into three or four), place them in the middle of colorful tissue paper (or flexible wrapping paper), gather the corners at the top, tighten the wrapping just above the socks so the wrapping becomes a ball, and then tie the top (the "crush line") of the ball with ribbon. For an extra touch, you can use scissors to curl the ribbon.

P.S. Actually, if you have some small paper bags, you can put the socks into the paper bag , then either tighten the top of the bag and tie with ribbon, or fold the bag onto itself, tape it closed, then use wrapping paper.

Use a small box to contain the sox, then paper over the box.
Or use a tightly wrapped fabric around a plastic bag around the socks and a tag for the address glued to the fabric.

Paper is too likely to rip in handling machinery.

Have you any small gift bags? You can roll them up in tissue and put them in the gift bag.

How many socks per gift? You can roll them up and put them (socks) at the center of the wrapping paper, then gather up the ends of the paper to form a "bag." Tie the center pieces together with a ribbon.

If you want to make them not look like socks use anything like a box or if you have bubble wrap it will firm them up to wrap tightly.

Stick them in a small box like a shoe box.

If you can't find one, just try and fold the socks into a square shape that's easy to wrap. If that doesn't work... just stick them in a stocking. :)
