Salt lowers the freezing temperature of ice. So, the temperature outside has to be lower (colder) for ice to freeze if salt is applied.

There is less water in salt water than there is in pure water. So it is more difficult to separate it out.

To be more technical, you have to do work against entropy (disorder) to separate out the water in pure ice from salt water.

So saltwater has a lower freezing point than pure water.
