I would like to know step-by-step, once the sewer pipe is replaced in floor of the basement, how the length of the hole should be backfilled and cement replaced. I also need to know proper materials. Thanks!

My problem is that I think the contractors just shoved the busted up spoils back in around the new pipe and put 1-2" of concrete overtop. Now, during a rainy week, the concrete looks all wet again. I'm concerned it was not properly done.

Piping needs some rock bedding, (rough edged, not pea gravel) pea gravel never settles ...(this is to keep it from going out of round), to 1/2 the diameter above it, then pack the rest of the way up with cement stabilized sand to the bottom of your concrete slab.
If you cannot find cement stabilized sand, this is a mixture of portland cement and sand 1 part Portland to about 4 parts sand.

I don't know what the code is in your area, however I would bet the concrete depth would require at least 3.5 inches and the fill dirt should be well compacted.

code says cement has to be 4'' thick.
