Cilia and flagella are made of microtubules that are bundled together in a particular pattern. Some are in the center and others are around the outside in a circle of bundles. See some pictures of the arrangements here:

Cilia and flagella are used for locomotion...flagella and cilia are in a paramecium/sarcodina and also cells...

cilia is locomotion also but also involved in cell signaling (communication b/w one another)
