For most gases, solubility decreases as temperature increases. That is why you see bubbles forming at the side of the pan when you heat water, long before it starts boiling.

Why? Because the higher temperature, the more important the universal tendency to disorder (increasing entropy), and when gas escapes from solution, it can spread out more.

Of course, the extreme case of this is when the water itself starts boiling.
