How can i put chat and speech bubbles into my pictures?

also how can i make my pictures look like a comic?

www.befunky.com has tools to cartoonize your pictures, as well as add speech bubbles and such. It is free but currently invite-only. You can ask for an invitation on the home page and they will send you one within one day, then you can sign up.

If you have Microsoft Word, it has a 'draw' toolbar. Go to the Auto Shapes and then into Callouts. There's word and thought balloons in there. You adjust the size and move the little pointer that goes to the person to fit your needs. Copy & Paste then.
