Heat Pump Compressors will do this in humid cold weather. They have a defrost cycle on them that will reverse the freon flow through the coils to remove the ice. It could be yours is not working or is set to operate after it is frozen. Most units have at least 3 settings on them 30 minute 60 minute and 90 minute. You need to have a repairman to look at the unit as the compressor will become damaged if allowed to run in this state.

are you talking about an a/c ? or air compressor ?
two different things, if its an a/c unit, that cools the house, and it freezes over then its low on R-12 or what ever freon type it has in it, needs recharged,

it is not unusual for heat pumps to have frost on them but to freeze over would tell a service man that the defrost system is not working properly or there could be a low freon problem with the unit..
