Im not sure about converting PC games into Ps3 games but there are programs on PC's that let you play Ps3 games on your PC. You should research this subject on google

Hire a team of programmers with budget of at least a few million. Give them about 8 to 12 months. That may just do it.

yes. Slather Jam on your PS3, then it should now be capable of playing PC games. However, you cannot play zoo tycoon which is rather disappointing.
