intel cpu loading error...?

what that mean? its that effect my computer performance ? since i cant get max speed at 3999 mhz ... but in only got 2999 instead..

You probably have a processor that has default fsb of 1066mHz installed on a motherboard that only supports 800mHz fsb. You may have to overclock the fsb to get the full potential of your processor. Otherwise, get the right motherboard.
