One of the first was the Intel 8080 chip which ran in the one to ten Megacycle range. You really can't compare on that basis, you would need some kind of benchmark test like doing an instruction set. When I went to computer school back in 1965, the SEL 810 was state of the art, with a sub microsecond memory cycle.
