If you mean at the ring announcements, it is always the challenger. If advertising it is the champion who is first, after all it is for his belt. This is not always the case, for the promoter is always finding ways to make it interesting for hip reasons. WWE has the method of creating grudge match where the challenger jumps into the ring and puts his favorite hold on the champ.

Oh my, I can't remember. I know when the wrestlers come to ringside they announce the challenger and then the champion. but I want to say in the ad's they do it just the opposite. EX: "Chris Jerhico is taking on Randy Orton." Okay that wasn't very good, but just an example. But I have heard it the other wasy too.....EX" Randy Orton will be defending his title against Chris Jehrico." Check out WWE.com for more info.
