For anyone to say that it is "impossible for anyone to diagnose your problem over the internet" who has 30 yrs. in as a programmer and a "sometimes sideline computer repair technician"...I say get up w/ the times bro...I have thousands of long distance customers I help in my "business" as a FULL TIME repair tech.
Ever hear of "Remote Assistance" that is built right into XP and Vista? Also have helped solve problems millions of times via e-mail, phone, IM among other methods (Have all the OS's installed, I merely reboot into their OS and steer the way towards most common problems which are usually simple settings or driver related.....They are my eyes and hands yes, but they learn at the same time too. If you can't do it, just say so, but I can. Need help....e-mail me @ excite.com (same name as here). I can and will help you solve it.

First, you're not supposed to say that you'll give "10 points", as it is a violation of the Terms of Service of this website. Your job is to select the best answer, regardless, and most people don't care about the points, anyway, so it's pointless to say anything like it.
Second, there is no way anybody can diagnose your problem over the internet. As for the MSN part, I presume you are speaking of the internet service, not their website, in which case, that is a completely different issue.
Take the computer to your dealer, or hire a legitimate, mobile computer repairman.

First, check if the webcam is connected properly. Push the cord into the webcam just in case. Then, on the bottom right of the computer click on the webcam sign. there, you can take pics and video tape and, you know what i mean.

Start > Control Panel > Add Hardware > Select Webcam
The hardware installation will select the driver for you

Go into Windows Media Center and click on Camera/Webcamera, and then your cam should be in there, and somewhere around there, there is a button to capture video and pics.
