I think you're talking about "The Miracle Beach", a 1992 film starring Dean Cameron and Ami Dolenz. Pat Morita had a part on the movie too. Check out http://www.imdb.com/title/tt0104879/. It's one of the few B-movies I respect.

...you might be thinking of "Manniquin", but that was 1987; there WAS a sequel, which came out in '91, called "Manniquin 2: On the Move", but that one starred William Ragsdale, of "Fright Night". Maybe that's the one you're looking for...
