The first step is to bleach your hair, since the only blondes that are dumb or act dumb are those who bleach their hair...
Then everything will fall into place....

I am married to a true blonde and she is not at all dumb...
people make the assumption that all blondes are dumb but they don't realize it is the want to be blondes that are the real dumb ones....

Immaturity and obliviousness are key to the stereotype.
Open your eyes wide and keep them wide except when blinking.
Giggle and shrug your shoulders, speak in a high voice, that rises as if in a question at the end of most phrases.
Play with your hair, flip it around, comb it, twirl it around your fingers, etc.
Keep your elbows close to your body when gesturing, and when walking take short, quick steps.
Try to keep your hands near your face.
When answering questions, tilt your head to the side, pause for a long time while saying ummmmmmmm, make a sour face. If you know the answer, blink at least three long slow blinks, then answer in a voice like you are asking for approval. If you do not know the answer, sour face again, look sheepish and ask for the question again.
If corrected, sniffle, and look up from a downcast face.
When standing in one place, shift your weight to one leg, or tilt your foot.
Chew gum with your mouth open.
Look at your fingernails, hands, or feet often.
When someone asks for your attention, look surprised.
When making a comment, or showing what you think of anything, roll your eyes exaggeratedly, and roll your head along with them in the same direction.
When disagreeing, shake your head too many times with your eyes closed or half closed, when agreeing, bob or nod your head strongly with your eyes wide open.
In other words, as young as possible.

Flip your hair. Talk with a squeaky voice. Wear pink. Randomly space out. Always be happy and hyper and ready to shop. If you have any other questions, watch Legally Blonde. Or Mean Girls.

When asked a question, pause for a second with a blank face, and remember to blink a few times.

Then you can follow by an exclamation of "Oh!" when the question finally processes.

:)

I just heard a story about a blonde girl who was crossing the border into Canada. The Canadian guard asked her if she had "anything to declare". She paused, then answered, "ummm. . . my independence?" She was seriously trying to answer the question correctly. I don't have advice on the other parts of your question, just hoping this example might help.

Keep your eyes wide open and your brain blank. Talk in a high pitched voice. Giggle a lot.
