King David made Jerusalem his united (administrative and religious) capital. You can read the story of how he brought the Ark of the Covenant to Jerusalem in the Book of Samuel. There are also non-Jewish sources about the House of David written by the Moabite King Mesha confirming that this was indeed so. In fact, King Herod was an Edomite, and he ruled there in Jerusalem and enhanced The Holy Temple with the help of the Romans. No other place in Israel other than Jerusalem was ever a united administrative-religious capital! It has something to do with the One G-d of Israel, Shomer Yisrael.
