Cookies are text files that are placed on your browser by websites.

To clear your temporary internet files and cookies, go to Tools, Internet Options, then click the delete button under browsing history (for IE7) This will give you more options, including deleting cookies. For IE6, hit the delete cookies button under Temporary Internet Files, and the delete files button to delete the temporary internet files.
