Yes she's right about Kentucky, about Homer Simpson arrests I already lost count, One for making home made alcohol, one for drugs (but it was really Otto's blood), one for DUI, trespassing, destruction of privet property, forgery, skipping taxes etc.

They live in the State of Comedy, some people with too much time went through all the episodes and actually ELIMINATED every State. Someone posted a site about that before, can't remember what it was. They took every episode, other then the Treehouse of Horror episodes, and marked down which episode eliminated each State. As to the times he has been arrested, do you mean on the show or total. I think it was the episode when Bart was friends with Ralph that they showed Homer's file, a couple inches thick.

-in jail for drunk driving
-arrested for parking in a handicap space and taking Marge's police hat
-arrested for being the beer baron
-in jail for stealing Moe's car
Springfield is in a made up state used for specific gags and jokes. The closest to a real state I've found is Ohio. From the episode "Sunday Cruddy Sunday" when Marge is saying their address over the phone and is interupted when Maude appears
"Marge Simpson, 742 Evergreen Tce, Springfield. Oh hiya Maude." Also there is a Shelbyville close Springfield, Ohio although it is in another state.

Let me see I think it is, drug dealing, kidnap, tresspasing private propety and drunk driving.
And if i remember well Homer Simpson said once that the south border was Tennessee so the simpsons must live in Kentucky.
