He was a punter. Every time he kicked the ball, he fell down, and they called roughing the kicker, giving his team an automatic first down.
Eventually other teams just stopped rushing him, and this was the end of his career.

There never has been a one legged kicker. The closest thing was Tom Dempsey (New Orleans Saints) who had a club foot on his kicking leg (he shares the longest FG of 63 yards ever kicked with Jason Elam).

Tom Dempsey didn't have a complete foot. Maybe this is what he was referring to.
