Well....I'd choose Lehigh University or Carnegie Mellon University.
Both Universities are light years ahead of Berkeley or Illinois UC.

Both schools have top five engineering programs. Berkeley is rtanked slightly higher.
Bottom line -- you can't go wrong with these schools.

i doubt there is such a thing as being light years ahead of Berkeley in anything. I would choose Cal myself.

Both are great... but i would go to UC Berkeley
