Is 3/-9 the same as -1/3? HELP!?

Yes, they are the same mathematically, -1/3 when you divide the -1 by 3, you get -3.
When you divide 3 by -9, you get -3.
And no, because the numerator in -1/3 is a negative, and the numerator in 3/-9 is positive.
