Like Roger Rabbit said in one scene. He was hancuffed to the detective and neither could get out. After the detective tried several methods to cut or saw the handcuffs, Roger pulled his hand out to help balance the handcuffs so they could be cut. The detective said youo could have done that any time and he said No, only when it was funny.
That would be the same for bugs. He did it only when it was funny.
