Did you turn in your hours on time? If not, that would cause a delay.

Did you ask them why they don't have it? There must be some reason. If it doesn't make sense, and they don't come up with it fast, you can call your state's department of labor and ask them to help.

First, if you can, I would tell them that you will not come back to work until they pay you. After all, if you did go back to work and they are not paying you now, the chances are they won't pay you for any future work that you do either.

Seek out another agency and walk away from the one that is not paying you. Now, be understanding, if the agency had a problem with a computer system or some sort of event that was out of their control then give them time to correct the error. But, if it is a problem with cash flow on their part then you should walk away immediately.

go to eeoc, equal employment opportunity commission, but you will need to know why did they not give you a check?
