How you solve problems like this:

You multiply by powers of 10/10 until you get an integer for the numerator.  In this case, the power is 3 (1000/1000):

0.015 = 0.015*(1000/1000) = 0.015*1000 / 1000
= 15/1000

Both 15 and 1000 are divisible by 5, so convert to lowest terms:

15/1000 / (5/5) = 3/200
