Yeah, why not? That'd just be a rule for the sake of rules!

What part of "Uniform" do people not understand. Uniformity isn't just a fancy word, it means the same. You should be able to look at a hundred cops and see all of them looking the same. Kind of the whole point right? Allowing little things like earrings, long hair, facial hair and even religious head dress is a slow but steady break down in the discipline system. Look at cops in many major cities today - as corrupt and dangerous as the people they are trying to protect us from in some cases. It's the little things that are the start of big things.

It should be the same rule it is for the military. When worn, they must be ball or stud type type ear rings, limited to 1/4 inch in diameter and one ring per ear

My first thought was no but on the other hand, it could probably be a good thing. I say this about the male cops. It could probably help the male people who get stopped of are being questioned to see the officer as a human and open up to them.

Women shouldn't be able to wear any that could snag, like hoops or dangly ones, only studs.

I don't think they should while on duty. That would put them at a disadvantage.
