Make sure you have sufficient battery power or are operating on AC power. Try starting in Safe Mode. If that works, run your antivirus and any hardware scanning programs you may have. What screens do you see before it goes blank? It could be a video card issue. And if your video card is using onboard RAM instead of dedicated video RAM, you could be having a RAM problem as well.
If you're still under warranty from Dell, give them a call. Their warranty service (at least, the typical warranty) only covers hardware, but they might be able to help anyway. If you've got the complete care or whatever it's called, then they'll likely replace the whole thing if needed.
If Windows won't boot at all, try booting off of a live-boot Linux disk, such as Knoppix or recent Ubuntu versions. For system maintenance, I would recommend Knoppix. If this doesn't boot, you've definitely got a hardware problem. If it does, I would suggest using it to copy all of your files to another computer if you haven't been doing regular backups, because you could have some registry settings wrong that will prevent you from booting.
Those are a few places to get started. I hope it helps.

On boot hit F8 Boot in safe mode and run your antivirus program. You can do the same on boot and do a system restore and try that. I hope you don't have a corrupted MBR (master boot record). If you can go into safe mode then the MBR is ok.

generally speaking laptob has the facility to restore everthing either through bios (which differ from laptop to laptop) or has a recovery disk. you can use that to restore your OS. if you select factory settings you will get what you received when u get your laptop. everything will be washed off, so try taking backup before using this feature. for this you can use the bootable win98 cd or floppy. in few recovery disk you dont even need bootable cd for back as i said above. that recovery cd provide the facility to retrieve data from your hdd to pen drive.

Hi. Pull out the battery and try booting just from the adapter. If this works your battery may be bad.
