There is a sign on the top but I cannot get it started.

according to this review it does have a wifi card built in http://www.notebookreview.com/default.asp?newsID=2376 if there is no wifi switch try pressing Fn+F2 to turn it on

Yes Dell Inspiron 6000 has a Wifi in it .It has built-in support for an Intel 2915 WIFI adapter.

According to the manual for your computer, it does not have a built in wifi connector. You would need to install a PCMCIA wifi card to connect this computer to the internet or to a network via wifi.
