It depends where you live, but in most cases the answer would be no. I'm assuming the owner is paying for the repairs.
If the owner is paying then you just have to wait the week.
You can't reduce the rent amount due to inconvienence. It's a "normal" repair. Now, If your footing the bill, yes you can present the owner with the receipt and get a rent reduction.But they need to know about the situation before the repairs are made and paid for. Get it all in writing.

I Am wondering why it would take a week to repair a leak. No you can not "get something for nothing", you rent. The landlord's ethics and in question.

Call the landlord and ask him if there is a rent reuction for the repair taking a week. If he thinks he may have a problem, he may speed up the repair. (remember, the squeaky wheel gets the most oil)
