Please don't misunderstand this but if you need to ask then you are far from qualified. Much of what you seek is not taught in books.
You must learn command line.
You must also learn the operation of more than just a PC.
You must also learn the operation of several Operating Systems, as well as the different computer languages.

Hate to tell you this, but the government doesn't do this very often. They don't need to hire anyone to hack; the world is already overstocked with hackers. Now, if you became a security expert, you might find a job as a network engineer or system security engineer. To help secure systems AGAINST hackers.

To do that, you must study theory of networking, theory of computing, operating system design, programming design, and you need to take some specialized courses that aren't always found in college. There are various industry certifications you could try, such as CISSP, Security+, and a few others. You should be able to Google "computer security" and find some nice articles.

I don't wish to burst bubbles, but hackers aren't so great. They waste their time on non-productive pursuits, lost in an ego trip showing everyone how SMART they are. Usually, shouting their superiority to the world as they are dragged away in handcuffs and tossed in the slammer.

There is no glamor in hacking. Only frustration, poor pay, and paranoia, looking over your shoulder and waiting for that knock at your door. Rethink your goals.
