Shlemiel - Clumsy bungler, an inept person, butter-fingered; dopey person

or

Shlimazel - Luckless person. Unlucky person; one with perpetual bad luck (it is said that the shlemiel spills the soup on the shlimazel!)

Also can be spelled: schlemiel, schlimazel.

There are two Yiddisha words: "Schlmiel". "Schlmaze". They seem to go hand in hand with your question. And, I believe, are best represented by the following: A schlmiel is one who gets soup spilled on him while eating a meal. On the other hand: a schlmazel is, the person who spills the soup onto the schlmiel.
If I a knowledge person finds me to be misinformed: Please provide with a definition; or phrase, that is more accurate.
