Tazers subdue, and cause no long term effects. Tazering is not considered torture because it is used as a non lethal alternative to subdue a person who is creating a dangerous situation.

Waterboarding is considered torture. It causes long term emotional distress. Torture has been shown not to be a reliable means of extracting information.
