If you are loading up your Operating System for the first time you give the computer a unique name. All computers have names. No two computers can have the same name on a network. It will cause problems.
It is a networking thing.
Once you know the computer name you can get to its shares by typing //computername the address bar and as long as there is no firewall stopping you and file and printer sharing is enabled...you will see its shared files.
The computer name is concatenated to 15 alphanumeric digits.
After loading the operating system if you want to change the name later you can do so by going to control panel>system>network identification>change
You will have to restart for the changes to take effect.

Exactly that a name to which you can easily identify the computer. You can name it Tom, Dick or Harry if you so choose. Or in a corporate environment with lots of PC's you might see a name like Accounting, Receiving or a tracking number like PCDESKTOP5123

The name is used in the network browser to display what computers are on the network. So picking a meaningful name is helpfule if the PC is going to be networked with lots of PC's
