lotion or oil... well... some of them might actually be disadvantageous... they might cause the skin to get irritated quickly....
i prefer a real lube or no lube at all... some of these are even bad for the skin.... they will just hurt...
§ well... you dont need a tissue... but you have to deal with the mess in the end...

It is possible to masturbate in several different ways and several of the ways require lubricant and hand lotion or body lotion is a great lubricant. When a man ejaculates he will shoot 2 to 3 tablespoons of semen from his penis. This needs to be cleaned up and kleenex is really good for this.

Lotion is entirely optional. In fact, I think it is more rare than common. Lotion requires aftercare washing and more clean-up. Too much Hassle!
All the friction that is really needed can occur UNDERNEATH the top layer of skin, so there needs to be no sliding of hand against the TOP layer of skin on the shaft. Extend your arm, pinch the skin over your elbow and wiggle it back and forth, and you'll get the idea. The big difference is that the sensory neurons inside the shaft are wired for pleasure while you have few sensory neurons around your elbow and none are wired for pleasure, to my knowledge.
Without sliding, the skin over the shaft also can also be pulled back and forth over the rim of the head where there are a LOT of pleasure neurons, and that works well too.
Know that different men have different areas of their member that are more and less sensitive compared to others, so everyone is a bit unique but we have many things in common too. It makes exploration for the female more interesting because this is something she likes to understand, just as a male wants to know what parts of her anatomy are more sensitive and what is the appropriate touch, angle, pressure, pace of friction, etc., that works for her.
As for tissue, well that's to catch his man-juice, Darlin'. What did you think? Are you asking because your trash cans are overflowing with suspicious, wadded up sticky tissues? You MAY HAVE A PROBLEM, there! (smiles). What channel is he tuned to?

They're just extras that some men like.
Personally, I like to do it dry better. The tissues are to clean up the mess after the deed is done. Personally I forego the tissues and just find a dirty t-shirt from the hamper and clean up with that.
OR, do it in the shower and that makes clean up effortless.

Tissue is to cover you eyes so looking at your thingie does not scare you.
Lotion is to take away the smell.

lotion= a better friction which feels really nice (I don't use it tho)
tissue= to wipe his penis clean lol (of course after cumming... or sometimes guys put the tissue on top of their penis right before they CUMM so their sperm wont fly around the room! lol)
