First, you have to be certifiably insane to consider an oceanfront home. Now that we have that established, I would have to say that you may want to buy a second or third row home within an easy stroll to the beach. These homes are considerably less expensive, often have views (perhaps from a high "widow's lookout", and can generate good investment rental income from seasonal rents and appreciation.
Try North Topsail Beach, Surf City and similar towns in the lower part of the North Carolina shore. My advice is to actually go there to rent for awhile while you search out leads. Condos and Town homes may also be a good possibility for you.

Cheap is in the eye of the beholder.
I'm a NJ realtor, I just checked the MLS system and there are 14 oceanfront homes for sale in Ocean county NJ ranging from 1.279M - $7.6M. The taxes range from approx 6.5K - 22K per year. I'd be happy to show you any of these homes. The milder weather may appeal to you.

You want a house ON the ocean front and with cheap taxes ? Hehehe....keep looking. Ocean front properties have a rather high value, and property taxes reflect such values.
