My younger brother got a scholarship to get his master degree from US, and he is confused where to go and which state he should choose, can you help him find good university and nice state?

Depends on his major and if he's good & ambitious enough to apply to the top universities.

If he's go on majoring in Civil Engineering at grad school, the top universities in this area are:

All the states are nice. Personally, I would select a university based upon the type of masters' degrees they offer. For example, if I do well at engineering it would be counterproductive to get a degree in psychology.
