The song was written about an altercation Lenny had one day with the taxi driver in Jersey taking him to a New York studio. "165'ers" is a poor neighborhood reference. The driver didn't like the people from that area. I'm happy to say Lenny turned that racist moment into a positive.

He is referring to 165th street in New York. The area around 165th street is on the outskirts of the Bronx, and is known for its violence and crime. The cab driver wouldn't pick the people up because he thinks that they are from that area.
