Which Tax program will help with filing back taxes? State and City?

No one program will do multiple years and no one program does just state.

You would have to track down a copy of TaxCut or TurboTax for each year that you need to file.

No program that I know of includes most city taxes. Most likely you would have to go to the city's website download them and fill them out by hand.

For back taxes, you'd have to have the software from that year, you can't use another year's software. And I don't know of any software that does city taxes, although most do state in addition to federal.
