Pop on some green stockings and leotard, or skivvy and trackpants.
Grab a piece of elastic, or a hairband (the type that goes right around your head)
Staple yellow petals that you cut from crepe paper around the whole band. (Loop the petals over, and staple the paper, not the band, or you will have staples sticking into her head!) Marigolds usually have small overlapping petals, so a few layers of short petals would be best.
Pop the band on, so the petals frame her face. Maybe yellow face-paint too?

Dye some nylons and bend some metal coat hangers. My wife has a fairy costume made like this and it looks awesome.
