Is it grammatically correct to write: "in the middle or at the end ...." here" Does it make sense?

It is both grammatically correct and reasonable.

Mr Gump has a choice in the times he will be visiting Japan.
If he does not make it by mid January, then he will go at the end of that month.

I think he should be granted a Japenese visa.

That is acceptable as written, and easy to understand. One might be tempted to write "during the middle or end of January 2008" instead, but that doesn't make the original construction wrong.
