This is a problem close to my heart. There isn't a lot you can do.
I have known of cases like this where the animals have been abducted, by people who do care, and relocated into caring loving homes. I am not condoning this action. Thou the animals are far better off after wards. You could complain to the authorities about the constant barking this would be a justified complaint and it would have to be addressed. Maybe you could offer to exercise the dogs at least that way you would know they are free from there prison for a short time each day.
Where I live there is little or no respect for animals and its heartbreaking to see. We have 4 dogs 2 are rescued, my daughter has 3 cats all taken away from guaranteed cruelty and certain death.
Lots of people care about animals but sadly the authorities and governments don't.

Keep track as to how often their food and water is changed, if possible. Walls on 2 sides of a "shelter" is NOT protecting them--especially in 30 degree weather (they can still feel the cold air, snow or sleet/rain can still reach them, they can still get sick from it). If you can, make sure their collars are not too tight (a collar that is too small can dig into their skin, and before you know it, they have a huge wound on their neck). They need to be walking on something other than concrete all day long because it is not good for their foot-pads (they can get sores on their feet just like we do). Last but not least, they bark all day for one reason--they are lonely, they want to be with people, or they are in pain. I had a dog once that was a cross between a Pekinese and a Pomeranian (long before the hybrid terms came along, we called him a Peke-a-pom) and he was in his height of glory when someone would play with him or just sit and hold him and talk to him.
If your local humane society won't do anything, call your state's A.S.P.C.A. or Humane Society. Dogs that small cannot stand the cold as easily as a larger dog can. Do what the "Animal Cops" say on the Animal Planet network--Reach Out, Act, Respond--R.O.A.R!!

That's the hard part.. In many areas animal cruelty laws are so lax that the people who are supposed to protect animals can't do anything.
It's not that they don't care by any stretch of the imagination, it's just that there's really nothing they can do.. They don't want to end up like Tammy Grimes.. Here's an article on that so you can see why they don't intervene if they can't do it legally..

You may be able to work with that group to help improve the anti-cruelty laws in your area.. No dog should live outside on a chain 24/7... You may even offer to buy the dogs for a small fee from the owner to get them out of a bad situation and then just hope they don't get new ones.. That's about all you can do without better laws..

Animal abuse is such a huge problem all over the world, but yet no one is able to put a stop to it because there are still so many ill-mannered people.
Working with small animals and running an animal rescue, I see abuse at my hands everyday. It is so tough to see people neglect, abuse, and leave their pets for dead. I do not understand how animal control can leave these animals in unsanitary, unsafe or not giving them the necessities to live. It may not be the animal controls FAULT but they are still to blame down the road for not helping these animals before its too late.
In Nebraska where I live, it is required that animals have food, decent shelter, and water at a;; times. But yet animal control here is nothing to brag about by all means. There is times that animals can be in dying conditions that i have reported and the animal control has done nothing. It is so sad.
I would suggest calling the police, tell them what animal control said, and call your local shelter and tell them what animal control and the police said and the conditions of the animals. There has been times that i have went as far as writing board members for my city to help a problem. Just make as many people aware of the problem in hopes that things will get better for those poor dogs.
Good luck with the two dogs, they will be thanking you. Also, thanks for caring so much about animals, I wish there was more people who would extend their heart to an animal in need.

(both are hasty generalization)
With that out of the way: Dogs have fur, Pomeranian dogs have lots of fur, the humane society says it's not abuse BECAUSE it's not. Unlike humans, dogs can live outside partially exposed without dying as long as they have food and water.
Also, Poms were little lap dogs that were bred because they're skittish and bark at strangers who approach their master. They bark as a warning to the owner that often carried them around and allowed them to sleep on their bed - thus waking them if someone snuck in at night.
Finally, a barking dog is a deterrent and they just MIGHT be deterring someone.
If they're continually barking and it bothers you b/c you can't sleep or because you think they're suffering; follow their lead and bark (file a complaint against) the owner of the dogs for disturbing the peace (at whatever peril p*ssing your neighbor off with legal action entails). He's legally obligated to do something about it at that point.
If they're continually barking and it bothers you because you don't like your neighbors or you don't like the dogs... either appeal to the owner (which is like telling a parent how to raise their kid and doesn't generally work) or learn to ignore the situation.
If you can't ignore it - move.

Wow, where do you live. Its really against the law for dogs to be kept outside unless they have a dog house or something like it. Also they cannot be allowed to bark all the time, you can deffinitly call the police about that. Humane Society is wrong, call animal control.

these are the sort of things that make me mad this is a form of crulity we could tie the owners up on five foot of rope and see if they like it or lets just doggy nap them and give them to someone that will give them a better quality of life . some people should not be allowed to own animals ,your doing the best thing by keeping tabs on the dogs good on you cheers!

I would call the police to complain anyway. Try and atleast be heard.
Thats so sad about the poor dogs out in the cold, those little dogs get cold extra quickly.
Its definatly crueltly even if its not creul according to the law

As long as the owners are giving the dog food and water, the humane society and police are right. The only time they would do anything is if they got a nusience complaint from you or another of your neighbors.
