I would guess its illegal anywhere - at the end of the day you are preventing a legal company providing their service to their customers.

In the US, the Federal Communications Commission regulates the airwaves. They have a cardinal rule, whatever you do, you cannot interfere with lawful communications of others, which means a jammer is illegal, except for the confines of your own home. Interfere anywhere else is grounds for prosecution. I imagine the regulatory agency where you live has exactly the same restriction on the use of the airwaves.

If your laws are anything like those in the USA, yes, big time. It could very well be an offense that if convicted of could put you in jail for quite awhile, and or very heavy fines. You would be maliciously interfering with with another communications system, and at least here is America it can make you a felon very quickly.
