From the first article link, it seems like it was 1930's (maybe 1940's):

CA: A typical cigar smoker smoked how many cigars a day in the '30s, '40s and '50s?

"Newman: Well, in the '30s most cigars were sold for a nickel or two for a nickel. Most smokers had four or five cigars a day. They were very price-conscious. When we raised a brand from five cents to six cents in the early 1940s, we lost half the business. But five a day was about average."

In Cuba the cheapest Cuban cigars (?) in a white paper wrapper costs 1- 2 dollar (25pc) . A (counterfeit) street Cohiba sells for 1cuc (1.5 $)
The real original cigars cost between 8 - 15 US $ each.

There are peso cigars which cost one Cuban peso each - that is about 4.5 cents. They are machine made not hand rolled and are intended for local consumption.
