so i sell on ebay ok. I sold an item to a person on ebay. I ship worldwide. The person paid the item through paypal on november 12 2007. Anways, the persons address was in japan so i shipped it out to japan. This makes me so mad writing this. So, basically this is what happened, I shipped the item out to japan and the person who paid for the item using paypal, wasnt the original account holder and he doesnt live in japan, so since i shipped it to japan, he filed a reverse saying it wasnt him and since the address in japan wasnt confirmed now i owe the original buyer $$$$. Can you imagine that... Okay, heres the best part. I sold the item November 12 2007. The original account holder told paypal that it wasnt him who made the payment on December 13 2007. 1 MONTH LATER!!! DOESNT THE ORIGINAL ACCOUNT HOLDER LOOK IN HIS BANK ACCOUNT TO SEE HE LOST MONEY!!!!!! WHY DOES HE WAIT 1 month to tell paypal it wasnt him?!!!!!!! THIS IS NOT FAIR< WHAT DO I DO!!!! THIS IS SO DEKCUF Up

OK, you have been scammed. You have a few choices here. Hopefully you reported this to your bank, credit card holders, ect. If not please do so asap. Notify pay pal to let them know what happened to you. Perhaps they will work with you. You were the seller, so in part you are responsible for a portion of the cost. The entire cost? No. If you kept your info, they possibly can run a trace on the origin of the buyer in question. As it sounds like it was a scam job, this is remote, they move around, use fake accounts, ect to avoid getting caught. Contact customs too and report it, they can also run a trace on it. We run a business and won't use paypal for this reason. The laws that protect us in the US don't once something crosses international waters. I would contact the original buyer, tell them what happened, and try to work with them in payment installments. Maybe they won't make you repay all of it, and take a loss on it. You can too by the way. Your bank may be able to freeze this account, making it impossible for anyone to try to collect from it, ect. It is unfair, and there are many miserable people out there willing to abuse us. Learn from this, stop dealing with over seas companies you cannot trust. Quit using pay pal. lol

More than likely he is actually telling you the truth. There is a ton of PayPal phishing going on, with PayPal accounts being sold and traded for pennies on the dollar. Thieves then use these to order items from various locations, with E-bay and Craigslist being the most popular. Often, by the time you find out you've been had, they are long gone. They usually use addresses that are near them, but not thier actual address. Sometimes it will even be an empty house where they can stick a note on the door like "UPS- Please leave package by the back door, Thanks" Then they just retrieve it later.
The actual PayPal customer may not find out until his bank sends out thier monthly account statement. Sadly, there's an awful lot of people who live off thier debit cards daily, and never enter anything into a checkbook or check thier balance often enough to spot money missing, unless the thif takes enough to make the debit card be refused.
I know this isn't helping your situation any, and to be honest with an overseas location to try and track down you'll likely never catch the real crooks who got your goods. And PayPal can be a sob when it comes to getting money back.
You may have to chalk this one up as experience and learn from it. Never ship to another country, never sell to an unverified account, and never, ever, accept a P.O. Box for a shipping address!!

ps. This location is a site where thieves hang out and trade phished PayPal and other accounts to each other. They also discuss ways to rip people off. You might want to go there and join, It's a message forum and membership is free, just so you can get an idea of what they do to rip people off. I did, and it's scary what they discuss. You might learn something that'll keep you from getting ripped off in the future.

Call paypal, explain the entire issue, and be angry if needed on the phone. (Try to be and stay calm in the beginning, believe me these Customer Service guys can do a whole lot more for you if you stay calm...at least for the beginning of the complaint.) If you have to, get a bit angry and ask to speak to the person's superior.
I thought Paypal is supposed to insure qualified transactions up to $5000. Do your homework on Paypal's policies before you call. Knowing what your gonna complain about is half the battle.

YOU file a complaint with Paypal. Chances are you will get nothing back because the item being sold is "intangible" (eg, downloadable) and you cannot prove you didn't get it. With a complaint, Paypal investigates. if they can recover any money, you MIGHT get something back.

that is a really sad story.. thats why i dont ship worldwide.. also, this isnt really a technical question. theres not much you can do. the law is a fickle fiend.
