My annoying neighbor?

Was once again blasting and singing along to Garth Brooks and other various horrid Country songs.

I've asked him to turn it down before and his words were with his thick Southern accent "Up yoo's ya dumb youngster, in me dass we blassed Country musac, not that Heavay Mental bull hokie that you lisan too"

He does this at odd hours of the night, how can I tell him to keep it down in the meanest way possible?

The simplest way to deal with it... open your window or patio door and turn your stereo to 1/2 volume playing BAGPIPE MUSIC. I'm not kidding... this stuff is geared to float for miles across the highlands and it will cut through the heaviest bass.
I had some neighbors who were bragging on their bass to such an extent that the pictures on my walls were rattling (and I'm in a house) and it was way late at night. I played the bagpipe music and they shut it down. Of course they gave me these oddball looks thereafter.

The best ones are the military bands... Royal Scots Dragoon Guards, Scottish National Pipe & Drum Corps and Military Band, Royals Scottish Blackwatch.

Get a drum set. Set up an awesome stereo on the wall that faces his house, turn the speakers to face the wall, and BLAST your music, then lock the door and go to work. Let him listen to it all day.
Get a jar of crickets (catch them or buy them at a pet or bait store) and release them into his house.
Spread huge amounts of wild bird seeds on his house,lawn, EVERYWHERE. They'll drive him nuts, when he comes out to see what the h*ll is going on, say "see? even the birds want you to shut up"
Put his name, address, and phone number on a hundred pieces of paper. Include information about a $25 reward for their return for a scientific study about wind currents. Attach these to helium balloons and turn them loose on a windy day. Or, instead of balloons, put the reward offers about ocean currents inside bottles and throw into the ocean. This could end up torturing the victim for months, even years.

That's not the way to go about it. You will only throw fuel on the fire and put yourself in arms way.

If you live in apartment, talk to management. They will have to warn him. Complain every time he does it. After several warnings they will ask him to leave.

If you live in a home call the police every time and get reports written on each time their called.

If calling the police don't stop him, get copies of all the reports taken and take him to court.

Don't try to intimidate him does sound like that will work. Plus your lowing yourself down to his level.

Do you really want the music turned down or are you just looking for a "fight"?

If you really just want the music turned down, it is pretty simple, you call your local police department and complain, they will in-turn, go to his house and have him turn it down.
If he keeps his music up and you keep calling the police, he will get a ticket each time they are called to his home.
